About the DTCM : Licensing and Classification

Classification

It aims at enhancing the accommodation service level, facilitating the selection of accommodations suitable to every category of visitors, international tour and travel agencies. The current system ensures the availability of services and facilities in accordance with the expectations of such visitors.

Responsibilities:

  • Apply the Licensing by-laws and regulations
  • Follow-up with the hotel establishments to ensure their compliance with the licensing and classification criteria
  • Prepare statistics with regard to hotel establishments
  • Ensure the implementation of the quality system
  • Facilitate and simplify procedures to the customers' satisfaction
Classification Procedures:

Classify, renew and follow-up with the new establishments to ensure their compliance with the licensing and classification criteria/conditions and adherence to the laws and regulations as regards the licensing and classification of hotel establishments.

Official Working Hours:

7:30 a.m. - 2:30 p.m.
Licensing

It is responsible for administrative tasks related to the issuance of tourism licenses, follow-up with the licensing procedures comprising preliminary approvals, renewal, amendment and cancellation.

Responsibilities:

  • Simplifying procedures in a practical way meeting the general system requirements and quality criteria as well as the customers' interest in accordance with the DTCM's general policies.
  • Following-up with the tourism licenses according to the UAE laws and Administrative Orders while observing the Arabic and Islamic traditions and values
  • Contacting other Government Departments, when necessary.
Permits and Inspection

It is responsible for administrative tasks related to the issuance of permanent/temporary tourism activity permits, follow-ups and inspections of such authorized activities to ensure their compliance with the laws and regulations implemented in Dubai.

Responsibilities:

The Department is directly responsible for the efficient issuance of permits and control over the concerned establishments, imposition of fines on violators, completion of entertainment transactions at the concerned departments (Police, Israel Boycott Office, Dubai Information Department)

Type of Permits:

  1. Tour Boats - less and more than 20
  2. Travel and Tourism services
  3. Desert Camps
  4. Entertainment Activities
  5. Parties with tickets
  6. Hotel Establishment Parties without Tickets
  7. Fashion show with and without tickets
  8. Entertainment Activities for non hotel establishment
  9. Permits for Tourism conferences and exhibitions
Application for New License for Hotel and Hotel Apartments (Completed Buildings)

  • Passport copy of applicant
  • Passport copy of partner, if applicable
  • Family Record Extract
  • A copy of all 'Trade Licenses' summary issued in UAE
  • If applicant from a GCC country then he must supply copies of licenses issued in that country.
  • A copy of 'Building Completion Certificate'.
  • A location plan.
  • Transfer of Existing Hotel or Hotel Apartment License
In the case of a change of ownership then the following document must be submitted

  • Application Form (as per attachment 1 on page 10)
  • Passport copy of new owner or new partner
  • Family Record Extract
  • A copy of all 'Trade Licenses' summary issued in UAE
  • If applicant from a GCC country then he must supply copies of licenses issued in that country.
  • A copy of the Hotel or Hotel Apartments license.
  • If required, check rating and if any violations outstanding.
  • Renewal of Hotel or Hotel Apartment License (Classification)
  • Application Form (As per Attachment 1)
  • A copy of current 'Hotel Establishment License'
  • A copy of tenancy contract (must be valid for at minimum period of 3 months)
  • Preliminary Approval for Hotel Construction or Change of conversion of an existing Building into a Hotel Establishment.
The following documents are required:

  • Application Form as per attachment 3 on page 13.
  • Passport copy of building owner
  • Family Record Extract
  • Location Map for new building or Plot
  • Completion Certificate if existing building
  • Managing Hotels or Hotel Apartments
An applicant for the position of General Manager of a hotel must submit with the application the following:

  • One passport copy of applicant
  • Copy of his CV stating work experience and qualifications
  • Tourism Activities
The following documents are required for the issuance of license or the transfer of license:

  • Licensing application form (attachment 1)
  • A list of suggested commercial names
  • Applicants and partners, if applicable, passport copies
  • Family record extracts for applicant and partners
  • Manager's passport copy
  • Certificate from tourism companies indicating the manager's years of experience in tourism and positions occupied.
  • Completed questionnaire form about 'New Tourism Companies'. In the event of transfer, it is essential to fill in the questionnaire relating to the existing company to be transferred.
  • Attachment of evidence about any preliminary correspondence with external tourism offices relating to the bringing in or sending out of tourists.

If applicant from a GCC country then he must supply copies of licenses issued in that country. If no licenses issued then he must supply a letter stating this fact.
