I understand this was due to an incident last weekend when someone got into trouble and lost their boat. I am extremly upset about this and wonder why a complete ban has been put in place. I've been running around for the past two weeks trying to get visas for friends that plan on visiting, and not even the immigration officials have any idea what's going on. Every person I speak to contradicts what every other person has told me. Like most things here in the UAE, the visa changes were made without any thought as to potential consequences and without clear communication of the changes through all appropriate channels. I'm beginning to think that the UAE should outsource even the government jobs to expats because they're the only ones capable of running things in an organized manner.
